If all efforts to save a damaged vessel prove to be unsuccessful she will be abandoned. This must be carried out in as orderly a manner as possible, maintaining complete discipline, silence, strict adherence to orders, and immediately controlling any evidence of panic or insubordination, using force if necessary. All members of the crew and passengers will be required to exercise self-control, courage, and unselfishness. Failure to observe all these factors may result in unnecessary loss of life. Public address systems should be fully utilised.
