ABSTRACT
In 1999 the Ministerial Oil Committee carried out a review of foreign energy investment policy with the aim of developing a new oil and gas strategy. Subsequently, the Saudi Arabian authorities informed international oil companies that they were interested in investments and joint ventures in natural gas, power, refineries and petrochemical projects. Of particular interest was the production and industrialisation of natural gas.
