ABSTRACT
The 1977 Constitution defines the Union of Soviet Socialist Republics as 'a unitary, federal and multinational state' (article 70). It consists of fifteen equal Union republics, some of which contain within their boundaries autonomous republics, autonomous provinces and autonomous regions. The supreme body of state power in the Soviet Union is the USSR Supreme Soviet.
