ABSTRACT

The basic position which is taken at the outset is that cities are made up of their residents and a complex set of organizations which are created by, and which can be considered to serve, these residents. The physical structures should be related to the processes associated with individual, household and organizational activities. Performance indicators should therefore relate to the activities of households and organizations and the way in which they relate to each other. The following discussion builds on the distinction drawn in Chapter 4 between residential and facility-based indicators.
