ABSTRACT
ThemomentumforreformsincethedriveforthenewtechnologicalrevolutionculminatedintheParty'sdecisiononurban economicreforminlate1984.Thedecisionseemedtomarkthe beginningofanewcycleofreformsbyevokingthepowerof inducingandlegitimizingmanymarket-orientedpolicies.But thenewinitiativesalsocausedeconomictensionsandideologicalcontroversyin1985.Yetcontroversywasnotstrong enoughtopreventDengfrominitiatingalimitedpoliticalreform in1986withtheaimofimprovingtheParty'sefficiencyand removingobstaclestohiseconomicreformprogramme.Deng's callforpoliticalrestructuring,however,triggeredaradicalintellectualattempttotranscendtheofficialdiscourseandarising demandfordemocracyandfreedoms.Enragedbytheseemingly run-awayliberaldiscourse,themoreconservativewingofthe Partyleadershipinitiatedanothercampaignagainstbourgeois liberalizationwhich,withthedownfallofHuYaobang,began tospillovertoeconomicreforms.ZhaoZiyang,withDeng's backing,promptedahalttothecampaignandeffectively checkedtheideologicaloffensiveagainstreformandopeningto theoutsideworld.
