They had also acquired some Scud missiles from Egypt which they copied and improved to balance the American missiles based in the South, and by 1990 they would be themselves exporting them to Egypt, and elsewhere. The Japanese nuclear installation at H ngnam had been dismantled by the Russians, but once the North Koreans had their own nuclear powerplants they had the basic requirements for making atomic warheads, and despite their economic problems they were still the world's fourth largest military power. In 1974 the South discovered that they had built a tunnel of generous proportions under the demilitarised zone and later several more were unearthed at critical points along the line. As the fifth largest power, the South were not far behind them, with an army of 520,000 and about 3 million reservists. They had been generously supplied with American ships, tanks, aircraft and missiles and by 1978 most of their weapons were being built, and increasingly, designed, at home.
