ABSTRACT

Studies, strategies and reports on how to improve the United Nations have proliferated in recent years. The strategies, the Agenda for Peace and the Agenda for Development as well as other proposals from within the system, like the New Dimensions of Arms Regulation and Disarmament in the post-cold war era, have been supplemented by other comprehensive studies from outside. In this chapter we analyse some of these and endeavour to see why in spite of so rich a harvest of proposals and recom­ mendations, so little was done to change the United Nations. This chapter gives only a sample of the most recent reform proposals. These and other studies and recommendations which, we believe, also deserve attention and consideration, are sum­ marized in annexe I.
