ABSTRACT

InSeptember1867,ahospitalforthetreatmentof venerealdiseasesofprostituteswasestablishedinYokohama forthefirsttimeinthehistoryofJapan,andsubsequently similarinstitutionswereestablishedatKobeandNagasaki. ThismeasurewasadoptedbytheBakufuGovernmentowing totherepresentationsmadebyanEnglishman-Dr.Newton, R.N.-who,inspiteofmuchoppositionfromprejudiceand ignorance,succeededinconvertingtheauthoritiestohisviews afteralongstruggle.Atfirstthephysicalexaminationof prostituteswaslimitedtothethreeportsofYokohama,Kobe, andNagasaki,butinSeptember1871themeasurewasapplied tothewomenatSenju.Thevitalimportanceandvalueof

~uchinspectionnotbeingunderstoodbythepublicatlarge, thecourtesansregardedthesystemwithstrongaversion,and theyaccordinglybegantoremoveawayfromSenjutoother quarterswhichwereasyetfreefromtheobjectionablemeasure.Thisanti-inspectionmovementsoseriouslyinterfered withtheirbusinessthatthebrothel-keeperswereeventually forcedtoapplytotheauthoritiestosuspendthesystem,with theresultthatitwasabolishedinApril1872.InJune1873, however,theTokyoMunicipalauthoritiesagainestablished physicalexaminationoffices,onebeingopenedineachofthe followingsixplaces:-Yoshiwara,Nedzu,Senju,Shinjiku, Shinagawa,andItabashi.Examinationsweremadeseveral timesamonth,andwomenwhowerefoundsufferingfrom venerealdiseasesweresenttothehospitalatAtagoshitafor treatment.ThiswasthefirstinstanceofaLockhospitalin
