ABSTRACT

As in Germany, so in Japan there was amongst the people as a whole a war psychosis on which the ambitious leaders could play at will. But amongst the populace of Japan it was, in my view, less deep and less widespread than amongst the populace of Germany. If I am right, our problem in exorcizing the spirit of militarism from the Japanese masses may prove less formidable than has generally been supposed. Subject to the fulfilment of certain conditions, referred to in the following chapter, I should rather have to tackle the problem of a post-war Japan than that of a post-war Germany.
