ABSTRACT

The financial system of Indo-China is based on the decree issued by Governor-General Paul Doumer in 1898, which created a General Budget for the country and separate budgets for each of the states, together with subsidiary provincial and municipal budgets. The influence of the home government in the financial affairs of the country has been great, for although General Budgets, as instituted by Doumer, were drafted in Hanoi, they received close scrutiny in Paris before instructions were given to make them effective by decree. Further, all capital expenditure required specific authority from Paris, and its cost was covered not by colonial appropriations, but by means of special appropriations from the Metropolitan finances, general contributions to which were periodically made by Indo-China towards imperial developments and defence.
