ABSTRACT
Provisions for social security are needed to some extent by all sections of the population. The risk of being unable to earn owing to old age, sickness, or unemployment is not confined to any class, income or ethnic group. Marriage, death, widowhood and confinement are universal contingencies. The support of children involves costs for all parents, rich and poor.
