Custom, too, had established a certain system in engine building. Engineers acted as designers and supervisors only ; and the mine-owners, the principal customers for fire engines, placed their own orders for the supply of parts. This system seemed, especially to Watt, to afford a very good basis for the introduction of the new engine. Approached from the inventor's point of view it seemed to be capable of supplying an excellent standard for measuring the superiority of the new engine. By it, any possible charges of exploitation of the monopoly would be eliminated though, as we have seen, expectations in this direction were not realised. At the time this system with the system of remuneration growing out of it seemed to be a very " just " one.
