ABSTRACT

THERE was a fever in the aic in the days of '97 in the United States. Forces hardly recognized were stirring the national consciousness. The next immediate few years held a deal of destiny. The isolated nation was stirring in its cocoon of con· tent about to emerge as a world power, recognized by its over· seas neighbors, always mentioned in the newspapers of then as "the powers."
