Mr. Morel's position in this controversy is ambiguous. He holds a brief for West Africa. At least, he makes it to appear so. Most distinctly does he hold a brief for the Colonial Office. His insistence is somewhat peculiar. He says plainly to the Colonial Office: You are too slow. You do not realise what chances you have lost. Even now you do not know what you can do. There is work before you. You can transform West Africa into another Egypt. There you are masters in fact. Here you have the shadow, not the substance. Nay. It is even possible in West Africa to reach the level in South Africa. There you have real control. It is possible to command it even thrQughout the West. We say, it is easy to kill her soul to save her life. And it is safe to remember that the soul of a people is their way of life.
