OUR routine of life was again disturbed by the arrivalof a special envoy fronl Consul Johnston, request-ing me to make treaties with the chiefs at North Tanganyika on behalf of the Governlnent, as the Powers considered it necessary to have such a willing and amicable agreement with the owners of the country before claiming the right to include it in their" Spheres of Influence.'"
