ABSTRACT
THE Congress of Paris had not ended the difficulties of the near east. On the contrary, it had expressly provided, in a series of articles, for the regulation of the two Principalities. The Roumanian question at once became the order of the day; and public attention passed from the Crimea to the lower Danube.
