Billets are only permissible when there are no suitable quarters available outside of villages, at great distances from the enemy and in winter. 684. The location for quarters while at rest must ensure: - shelter from ground and air observation; - maintenance of combat readiness of the resting troops; - deployment in case of enemy surprise attack; - favorable conditions to rest the troops and repair tanks, combat

vehicles, weapons and equipment; - water for men and for technical purposes; - suitable sanitary conditions. 685. After the brigade (regiment, battalion) commander receives the order for quartering at rest, he sends the billeting officer to reconnoiter accommodation areas and their distribution among the troop units. The billeting officer is sent out in advance in a timely manner so that he can execute his tasks before the arrival of the brigade (regiment).
