ABSTRACT
The panel discussed three basic questions: (1) How can a democratic government most effectively combat insurgency? (2) What specific lessons can be drawn from the history of insurgencies and, in particular, from the cases of Guatemala and Peru? and (3) How effective are US supply-side efforts to combat drug trafficking?
