ABSTRACT
Political conditionality has become fashionable in the wake of the de mocratic revolutions in Eastern and Central Europe. In African coun tries, too, there are increasing pressures for democracy and the observance of human rights [Kumado and Busia, 1991; Andreassen et ai., 1991 :ix\. Part of this pressure has built up internally over three decades, but in the past few years the main push has come from external forces, especially Africa’s major Western donors.
