ABSTRACT

First, up until 1995, the Belgian parliamentary system could be characterised in Lijphart's terms as a 'weak' form of bicameralism. I The two national chambers are congruent in terms of political composition and structural attributes (committees, leadership offices). Also, they are symmetrical in terms of competences, procedures and activities (initiation of legislation, executive control). Each bill has to be approved by the House of Representatives and the Senate in order to become law. Due to this structural and functional equivalence, the adaptation process of the House as well as of the Senate will be addressed.
