ABSTRACT
IN MOST SOCIETIES the lethargy of institutions exerts a drag on the issues of the day and the intensity of the moment. Crisis is rare and does not go much below the surface of political events. Relationships between various sections of a community may be called into question, but that which becomes distorted is rectified by some modest change in rules and rewards. A more equitable and satisfactory solution is found. Peaceful change is of this nature.
