ABSTRACT
THE CONCERN with new nations is one which challenges the institutional flexibility of Western political practice. In our efforts to chart those treacherous shoals of human action and organization which show themselves in politics, we raise questions of values appropriate to modern societies and the mechanisms which might best ensure their survival.
