ABSTRACT
Much of the popular and professional literature on political terrorism has been concerned with what causes this form of violence to occur. To use the vocabulary of social science inquiry terrorism is often treated as a dependent variable. As a result the questions that typically get asked focus on the necessary and sufficient conditions for terrorist campaigns to get underway. Approximately the same holds true for discussions about future developments as well.
