ABSTRACT

The papers which form this special issue of Terrorism and Political Violence were presented at and submitted to the Future Developments in Terrorism Conference held in University College Cork, 3-5 March 1999. The Conference was held under the Chatham House rules, and brought together a number of law enforcement practitioners, policy makers and academics with interests and experience in terrorism. Not all participants made presentations at the Conference, but all who did with one exception have agreed to the inclusion of their paper in this volume. In addition, two further papers have been included which were not presented at the Conference, but which in our view contain interesting and important material. Each paper stands in its own right as the views of the respective author, and the editing process has largely been concerned with matters of presentation, rather than content; each paper has a summary preceding the text.
