ABSTRACT
Following the decisive result of the referendum, the Scotland Bill (‘To provide for the establishment of a Scottish Parliament and Administration’) was formally introduced into the House of Commons on 17 December 1997 by Donald Dewar, Secretary of State for Scotland. The contents of the Bill were little different from the White Paper that had been published before the referendum. It defined the powers of the Parliament and the method of election of the 129 members, specified which powers were to be reserved to the Westminster Parliament, established the executive arm of the Parliament, prescribed financial arrangements and dealt with taxation powers.
