ABSTRACT

The world of today and tomorrow is one dominated by a conflict between those who have and those who do not. The 'outsiders', that is those with a conflicting social or cultural focus, are likely to challenge our superiority according to their, not our, rules. Their operations blur and will continue to blur the distinctions between crime and war, criminal, combatant and noncombatant. Their actions will seek to exploit the capability gaps and organizational seams of the modem state's internal and external security structures. These emerging challengers will embrace unconventional operations not amenable to conventional responses.
