VALUES
A value is an a priori belief about what is good, right, or desi rable. Values are often rooted in beliefs about religion, natural law, and human rights: “We hold these truths to be self-evident . . . ” They are installed by our culture of origin into our mental “pro grams” and subsequently customized through our particular experi ences and circumstances. As the ultimate criteria for defining well being and harm, gains and losses, benefits and costs, values have an overwhelming effect on policy.
