VALUES

A value is an a priori belief about what is good, right, or desi­ rable. Values are often rooted in beliefs about religion, natural law, and human rights: “We hold these truths to be self-evident . . . ” They are installed by our culture of origin into our mental “pro­ grams” and subsequently customized through our particular experi­ ences and circumstances. As the ultimate criteria for defining well­ being and harm, gains and losses, benefits and costs, values have an overwhelming effect on policy.
