“There is no such thing as an absolute boundary line between the market and socially provided goods and services. Where a commodi­ ty that is essential to existence becomes so scarce that its distribution by the market may destroy society’s norms and values and under­ mine law and order, the market will be replaced” (Glennester, 1995, p. 65). The question is what commodities are essential and how serious the scarcity must be to do something about it.
