A word processor offers two methods of selecting a format. You can set your own margins, type size, spacing, etc. If you don’t, it automatically chooses a default format designed by someone else. Similarly, we don’t have a choice about whether there will be social policy. There will! If you don’t do anything, you have chosen some one else’s policy.
