ABSTRACT

Police arrests of juvenile offenders are tracked through the Federal Bureau of Investigation’s Uniform Crime Reports (UCR), as detailed in Chapter 1. In 1999, more than 1.5 million arrests occurred of persons under the age of eighteen in the United States (Federal Bureau of Investigation, 2000). Serious crimes, including murder, forcible rape, aggravated assault, robbery, and burglary accounted for 420,543 arrests.
