ABSTRACT
Libraries exist in an increasingly complex and rapidly changing technological and legal landscape. The most important legal issue for both electronic reserves and electronic delivery of interlibrary loan is, of course, copyright compliance. Staying within the law, while facilitating fair use of information for our patrons, is becoming a more complicated process every year. Technology and the law play leapfrog as innovations create a need for new regulations and new regulations breed innovations designed to bypass them. The balance of power seesaws between the interests of consumers seeking information and entertainment and those of businesses seeking profit.
