ABSTRACT
The use of schools by the federal government to gain Indian lands in the 19th century reflected a belief in the power of the school to control the values, actions, and ideas of citizens. Also, the use of schooling as a part of general Indian policies represents growing consideration of schooling as an instrument of public policy. In a broader framework, this was the birth of schooling as means of ideological management.
