IN THE five years following World War II, the United States was able to pursue its policies in Japan with remarkably little direct interference from the Soviet Union. While the United States experienced and still experiences countless frustrations in its German policies because of Soviet opposition, the Americans managed to do pretty much as they pleased in Japan.
