ABSTRACT
In most of the former Soviet-bloc countries, monumental changes have occurred—the totalitarian system of government has collapsed and new democracies have taken their place. For the first time in several decades free elec-tions have been held, affording the people a real choice in their leaders and giving them hope for a better future.
