ABSTRACT
There is general agreement on the importance of three main categories of environmental impact which are reflected in the objectives of the European Economic Community's Programme of Action for the protection of the environment. They are:
(i) protecting human health; (ii) safeguarding the resources on which life depends; and (iii) protecting the natural environment.
