Over the next decade, the Battery Park City Authority must make the transition from its role as a public developer of a prime property to a wealthy landowner. While development of the remaining sites is by no means a simple task, more of the Authority's effort is likely to be absorbed in financial and ownership issues like its corporate financial structure, affordable housing, the changing relationship with the City and the residents, and site management.
