ABSTRACT
On his tour through Liaoning province in 1987, a Chinese magazine reporter met a vice-mayor. The following conversation ensued: ‘Which work is giving you most headaches?’ ‘Birth planning.’ ‘How big are your headaches?’ ‘I never suffered from insomnia. But each time I hear birth-planning reports from below I cannot close my eyes at night any more.’
