ABSTRACT

In his long Inauguration Oath the President swore to “do right to all manner of people, according to law, without fear or favour, affection or ill-will”. And, as what the framers of the constitution called the “focus of national unity”, and as, with his Vice-President, the only elected officer in Nigeria whose constituency is the whole nation, the President has to tour and be seen in the States of his vast country. Alhaji Shehu has discharged this duty earnestly, drawing no distinction between States controlled by his own party and those controlled by others. The visits are strenuous, for most States have populations, and sometimes areas, greater than those of many independent African countries.
