ABSTRACT

The policies of the President and his party were set out fully in their election manifesto and in election speeches. Alhaji Shehu himself, we have seen, explained them in some detail in his first broadcast as President. They have been explained and elaborated by him in another dozen speeches and news conferences; whether they agree with them or not, Nigerians cannot be in any doubt about the plans the President has for the country. And on January 12, 1980, there came the long-awaited announcement of the Fourth National Development Plan, 1981–5. Under this capital expenditure of N82 billion is envisaged: the plan takes Nigerians even beyond the President’s present term of office, which ends in 1983; it affects all aspects of national life.
