ABSTRACT
The first two programs chosen to employ the stakeholder approach were intensely political. One was the Cities-in-Schools program, a favorite of Rosalyn Carter and strongly supported by the Carter White House. The other was PUSH/Excel, the educational program of the Reverend Jesse Jackson, the highly charismatic leader of the black minority in America and possibly the most controversial person in the United States. Both programs were clearly politically loaded. The stakeholder approach was tried with these two.
