ABSTRACT

The Government has pledged to raise literacy standards so that by the year 2002, 80 per cent of pupils at eleven years will reach level 4 in literacy Standard Attainment Tasks (SATs) and so will be fluent in literacy skills when they transfer to secondary schools. By September 1998 all primary schools must introduce a literacy hour into each school day and 200 advisors have already been appointed to help train teachers in underfunctioning target schools.
