Speaking and listening

The Bullock Report (1975) first indicated that there had been insufficient attention to speaking and listening skills in classrooms at both primary and secondary level. In 1987, The National Oracy Project was set up to help teachers improve pupils' skills and the more recent annual reports of the Chief Inspector (Woodhead 1996, 1997) duly state that there have been some improvements.
