ABSTRACT

The previous chapter outlined the belief that if the EU is to develop telecomTENs in the desired fashion then it has to take on some form of network management role. The aim of this chapter is to see how far the EU has to perform this role with regard to the commercial development of the Integrated Services Digital Network as a trans-European network (TEN-ISDN). While ISDN is an intermediate network, its importance to the information society is in the delivery of advanced services and applications over existing infrastructure.1
