ABSTRACT

Inclusive education has been conceptualized in many different ways. At the ideological and rhetorical level, an inclusive education system is really a subset of an inclusive society-a society in which diversity among people is acknowledged, accepted and valued, and in which individuals and minority groups are not marginalized. According to UNESCO (2011, p. 1), ‘The ultimate goal of inclusive quality education is to end all forms of discrimination and foster social cohesion.’
