ABSTRACT

A vital element in any evaluation is the framework of rules that underpins its approach and its conduct. Rules can be defined as red tape, or green tape. Dr Jack Phillips led the way in developing a set of rules for evaluations of learning and development. He called these Guiding Principles. What Phillips set out in his Guiding Principles are a set of rules similar to those that are applied in financial reporting. The chapter describes Colleagues and stakeholders will watch very carefully to ensure that they are fairly dealt with as people attribute benefits to one cause or another. The authors are normally in the zone of credible conclusion. This means that there are always going to be questions raised about the credibility of what they and people report. Research rigour can be defined as examining the research methods used to ensure that they are scrupulously and meticulously applied in carrying out the research under study.
