ABSTRACT
This chapter will focus on why and how the new repressive military regime failed to achieve the second heavy and chemical investment adjustment within the framework of institutional change.
THE POLITICAL REGRESSION TO A NEW AUTHORITARIAN REGIME AND INSTITUTIONAL CHANGES
This section will analyse the following: how the state institutions had been changed after the emergence of the military regime; how the new military leaders reshuffled the existing state managers and social groups; and, particularly, how the new authoritarian regime changed institutions both between the state and big business, and between state and market, for the purpose of economic control over business groups.
