ABSTRACT
City managers have numerous roles to play. They are not only city planners and policy makers, but also intelligence gatherers, information decipherers, translators and interpreters of emerging exogenous pressures that are affecting their city. Moreover, we live in a world where data and information are increasingly abundant to an extent that they can almost overwhelm our cognitive capacity from time to time. Using frameworks for analysis significantly strengthens one’s ability to deal with this requirement.
