ABSTRACT

Selected as the site of a new town by the Great in 1703, and built at great cost in human life by serf labour, St. Petersburg became the seat of the Russian Government in 1712. Courtiers and noble families were compelled by law to live there from 1725. The city had a population of 200,000 by 1788.
