ABSTRACT

A practical model for clarifying the relationship between organizational positions and the task of managing and administering social service programs is needed. Such a model would be valuable in explaining several issues regarding practice and education. In practice, the administrative requirements that are related to the function, task, responsibility, and skills of workers at all organizational levels need to be recognized, understood, and operationalized. In education, this dimension of practice needs to be conceptualized in order to teach upper management and administration effectively.
