ABSTRACT

Although organizational theorists have long espoused the importance of understanding how the organizational environment impacts an organization, it was Hasenfeld (1983) who formally brought prominence to this notion in social work. He conceptualized organizational-environmental relations by identifying this dynamic interactional relationship as both: a) a set of resources that the organization must mobilize to survive and carry out its activities, and b) a set of constraints to which it must adapt when opera-tionalizing service objectives (Hasenfeld, 1983: 51).
